[olug] Disabling Password

Anyone:

Is there a way to disable a password on a given account after x 
number of login attempts automatically

I know about the use of passwd -l , and passwd -u, but you need to be root 
to perform this interactive action.

Can this be tied to Samba, POP, SSH, FTP ?
