ensure you are using shadow passwords ( e.g. /etc/shadow exists and user
passwords are in there, not /etc/passwd ) and set the varibale
"LOGIN_RETRIES" to what you want in the file /etc/login.defs

every service that validates via PAM should honor this variable ( I am sure
there are caveats however )
