backwards may not be accurate, but something is still askew with the rise of
caps as a billing trend.
demand for bandwidth has always exceeded the availability.
the present time is no exception.
the exception is that corporations are under increasing pressure to bring in
more revenue with less investment in infrastructure. particularly verizon,
who boasted record profits this year.
