We've been using WebRT from www.bestpractical.com for over a year with pretty
good success. It was a bear to install the first time, this due to a dozen or
so required Perl modules.
My understanding is that the new version may have a simplified install
process.
RT is written in Perl. If you're into Java, you might take a look at Scarab,
though I don't have a URL handy for it.

The original UML exercise! Dogs have 0..1 registered owners in a given city,
but cities can have any number of registered dogs, including other cities',
but not from the cities' registration of their dogs. The point of which is
that if you care whose bitch (or bitching.son) you are, rather than its
application, you are not going to benefit from the relationship (i.e. lookup
will fail.)
Oh to be young and learning XML for the first time....
