Maybe Linux Virtual Server (LVS) would work for your purposes.  See
http://www.linuxvirtualserver.org/

There was also a recent article in the Linux Journal about LVS.  (I
think that it was two or three months ago.)  It turns out that it
doesn't scale quite as well as you'd like but it still might help in
your situation, depending on exactly where your bottleneck is.
