Open /etc/network/interfaces in your editor of choice and follow the 
examples (there are quite a few comments in this file, and you have a 
definition for eth0 that you can use as an example).

Basically, the entries are:

DHCP:

auto eth1
iface eth1 inet dhcp

static IP:

auto eth1
iface eth1 inet static
    address ...
    netmask ...
