I would double check that the transmit and receive aren't crossed ( hitting light to light).  Definitely won't get link if trying to shoot light down both ends of the same cable ;)

First thing you should do is measure the light at both ends... you can
check 850nm with a cell phone camera, 1310 might be harder to see, just for
making sure you don't have them flipped.  But really gonna want a meter to
make sure you're within tolerance for your optics.
