I don't know if the PSU is causing your specific issue, but the one I have
would be under powered......

This PSU has 2x 12 volt rails and your video card has 2, 6 pin 12 volt power
connectors make sure one is using the 6 pin connector built into the PSU.
 
You would need to adapt a SATA power connector to a 6 pin PCIe power plug
