For what it's worth, the fastest public DNS servers that it found that are
reported as 100% "available and working" are (in order of speed, fastest to
slowest):
ns2.om.cox.net - 68.13.16.25
ns1.chg.pap.net - 64.94.33.1
ns1.chi.pnap.net - 216.52.129.1
ns2.ok.cox.net - 68.12.16.25
ns2.dns.rcn.net - 208.59.247.45
There were two Cox.net DNS servers that were faster, but they did "bad
domain names are intercepted by provider". For completeness they are:
cdns2.cox.net - 68.105.28.12
cdns1.cox.net - 68.105.28.11
