It does, with a caveat.

Debian Unstable/SID contains PHP 5.4.0 and Apache 2.2.22.  However,
there is a package available in the 'experimental' repository for
Apache 2.4.2.  The experimental repository doesn't necessarily mean
that the package itself is experimental (although, it might be), but
often times it's a fairly "core" package with a lot of dependencies,
so it is tested thoroughly there to get all the dependencies prepped
for it.
