[olug] Basic cheap local hosting?

I should add ideally I'm looking for a host that will allow:

either an opcode cache or memcache
HTML Tidy
mime type detection
mod_deflate
mod_env
mod_expires
mod_headers
mod_mime
mod_rewrite
mod_sentenvif

and hopefully
mod_pagespeed
