It's not web specific, but I've been extremely happy with my Linode
(linode.com) Virtual Private Server (VPS). I'm paying $20 a month for
360MB of RAM, 16GB of disk, and 200GB of data transfer.  Since it's
full virtual server, you would have to install and manage your own web
server and software, but it does have sftp (and ssh) access.
