OT Need Open Source Notification Tool

Guys I am looking for an opensource solution. I could use your advise.

I am looking for a ticket escalation tool that performs a series of
notification steps based on a predetermined protocol.  For example:
Job A performs a task where the end result is the existence of a file.
 The inspection tool checks for the existence of that file at a
predetermined time.  If the file is not there then send a page/email
to the on-call tech.  If the on call tech does not "respond" to the
alert within a predetermined amount of time, the tool will page the
manager, so on and so forth.  Any suggestions?
