do this: http://www.speedtest.net/ :from inside the network. this is usually
the first thing windstream tells me to do when i call them anyway, and it's
a good way of starting things out. pay particular attention to the upstream
(last part of the) test. this is where your bottleneck is. when i
intentionally saturate my upstream, i get the same (well, similar) results
you are having. if your results are suspect, then move on to next step..

replace 192.168.254.254 with a *nix box running wireshark. capture a few
minutes worth of packets and isolate/analyse some packet streams. trace them
back to the internal IP addresses and start doing spyware/virus sweeps. if i
were you, i'd hesitate before hooking my own windows up to this
network...unless i wanted this problem at home.

commercial spy/virus software (norton, etc) usuallly misses all kinds of
stuff, and is a burden to the host system.
i recommend clamwin (open source -
http://downloads.sourceforge.net/clamwin/clamwin-0.95.2-setup.exe) and
spybot S&D (donation supported -
http://www.spybotupdates.com/files/spybotsd162.exe). better results, and no
subscription/suspition needed.

also, windstream typically will not support you on a linux box, so (sigh)
boot up a local windows box before you dial the number, if you need to
resort to calling them again. i've found that WS customer support can be a
little bit of a crapshoot, but they have some good people on the staff, so
don't be a dic+k until you have good reason. as far as i know, the call
center is still on the east coast of the US somewhere and not india (yet).

the connection they provide me with has, for the most part, been solid as a
rock.
it sucks that they are practically a monopoly for lincoln/rural nebraska,
but WS actually isn't that bad. i have a fast "naked" dsl business
connection with them that costs about 65$ a month, and it comes with free
incoming calls on the phone line, i just can't call out unless it's a 1-800
number. it's basically a public pay-phone without a coin slot.
