Sounds like they're saying you can clear your own loads..?. I've got a can wrench if someone needs to borrow. The "policy" answer sounds like a great opportunity to help them understand customer service?

Last time I talked to a Qwest rep he said they do offer it, however it 
was like $80/mo and they couldn't guarantee no load coils between the 
end points (which means they wont' guarantee that it will work for DIY 
DSL).  Granted this was in the Valentine area but his responses seemed 
more policy based than location based.
