Is this Qwest DSL, or Qwest Cable Modem?
Qwest Cable Modem service utilizes 10.* addresses internally, and does
NAT at the ISP.
Historically, they've been willing to setup static NAT addresses upon
request, for the purpose of remote access. I haven't talked to them
in a while, though.
Alternately, as someone else mentioned, you could use something like
OpenVPN to run a tunnel from your friend's machine to yours, and then
connect through that.
