[olug] Command SCP client for Windows

I'm afraid PuTTY and Cygwin are the only Windows SCP's I've ever
dealt with.  How small can you make cygwin by just installing their
DLL and the SCP binary?  Could you build your own package to hand
to people that contained just the minimum necessary?
