I imagine it all depends on your definition of 'usable'.  There's the
insanely expensive full-on-pc-in-a-psp-sized-thing vs high end pdas vs
netbooks (as mentioned by Chris) vs higher end phones (iphone/blackberry/the
wm5/wm6 phones, etc), etc.

What were your plans for the device, what needs does it need to fulfill ?
What limitations on it's size or accessories do you have ? etc ?

Note: I probably would suck at attempting to offer a suggestion, but your
question was rather vague :)
