apcupsd  --   yippeee - Why didn't i look for this before.  Now, i
don't have to have a license to run battery backup software.
Now, i can have multiple PCs hooked upto a single UPS and the software
still installs and can shutdown all the machines over the LAN.   This
will also work for the very cheap UPSs that do not have a signal cable
at all  - these can be signalled by the server.
"The following directives apply to the master/slave networking mode of
apcupsd where multiple machines can be powered by the same UPS. One
machine, the master, will have a serial port connection to the UPS,
and the other machines, the slaves, will obtain their information via
the network from the master. "
