Yep, as you suspected, turning off SELinux got it to work.
Not my favorite choice, but at least I know what's causing it so I can
see if I can't figure out how to enable the functionality I desire
without removing the security features of having SELinux enabled.
Also, I may consider the perl traceroute option that Terry mentioned.
Thanks for your collective help.
If anyone can shed a little more light on an easy way to modify the
SELinux config to allow execution of these progies by the apache user,
I'd be happy to listen. :)
