SysRescCD.org may have the functionality you are looking for in its
initial F1,F2,F3,F4 menu before the linux part of it actually boots. 
It allows you to pick what to boot up from on the harddrive, floppy or
cd, however, i don't have a USB drive, so i have not tested that.
