Check to see if the /etc/ssh/sshd_config has the following lines (near the
top on my RH box):
#Protocol 2,1
Protocol 2

SSH version 2 is thought to be more secure, SSH version 1 was the only
game in town for a long time, but SSH v2 is available on nearly everything
now-a-days (Cisco and some other hardware manufactures being an
exception).

This could explain the problem of v1 not working but v2 being Ok.

There is/was a known exploit against older v1 SSH daemons so as a rule I
only run v2 where possible.
