Ok.  I misunderstood the term surrogate.  I interpreted it as "stand in"
or "replacement."  

I am aware of the staffing locations, and they are effective in doing
some of the legwork for you.  I should say this:  tech jobs are tough to
find with them due to the menial type work they are normally referring. 
Sometimes a data entry spot will pop up and you can grow from data
entry, excel, lotus, etc into something more advanced, but that's a long
haul for someone with a formal IT education.

Celebrity Staffing, Remedy, and Noll Temporary Service all have a "temp
to hire"
program as a part of their presentation to corporations. They will do
all of
the leg work, testing etc. and provide a qualified employee to the
employer,
without the employer putting out much effort, the final decision for

employment to be made after you have been on site for a particular
time. So the
surrogate interview is being done by the temp agency, with the final
decision
made from on the job observation.
