[olug] resize with gimp

In gimp the resolution (in image->scale image) is the DPI or Dots Per Inch.
So decreasing it would make the file size smaller, and leave gimp to fill
in the image/Double pixels for the lower DPI but same dimensions.
In Paint shop are there separate resolution/dimension settings?
