Any suggestions? We need to get paged (emailed) on alphanumeric pagers 
if our Internet web servers are down/slow (Internet down or servers 
down/slow).

Don't know what you are using now, but it would seem to be
straight-forward to write a script, to dial out via a modem to send the
page.  Then just have your monitoring software tickle the script when
necessary. A number of packages already include this ability.  I'm
pretty sure that Nagios does although I don't use this feature myself.
