With those "one per household only" style rebates you should be able to
find a 120 - 160 GB drive in the $80-$100 dollar range, from retail
stores around the big O. I think every other week or so, CompUSA or
BestBuy has has either Maxtor or Western Digital with both Manufacturer
and Store rebates.

Internal battery pack I don't know about, but you can get a firexpress
350 from about $60 (newegg.com) which is an external enclosure for any
IDE drive you can get a 250 for about $5 more which is for 2.5" drives,
if you are looking for cheap they also have a 250SX which is a 2.5"
drive USB2.0 only solution for $30.
Drive prices vary but with a little shopping you can get 40GB drives for
about $50, granted this is a 5400rpm drive but what do you expect for
cheap. If you are looking for $/byte you are better off shopping for
160GB drives.
Having said all this, I have never used any of the external HD stuff so
there may be a gotcha in there somewhere...
