If you want a GUI editor, the only one I've used is Acrobat for Windows:

For programmatic automation (burn text reports into .pdf) I've also 
used Perl's PDF::Create

    http://www.cpan.org/modules/by-module/PDF/PDF-Create-0.01.readme

Looks like there's all sorts of PDF::* and there's a Text::PDF.

(But that's not probably what you wanted, huh? -grin-)
