[olug] Broadcast 2000

I'm trying to edit individual frames of a video clip,whether it be a .mpeg,.mov,or an .avi....etc.
Broadcast 2000 seems to open and play them all ok but I can't find a way to extract and edit individual 
frames.Can this program do this or am I fighting a loosing battle?If it can't do it can anyone recommend 
a program that can?
