Wow. There are lot more Drupal mods these days, and Drupal has come
along quite a bit. Someone also started on a Slashdot-style comment
section with Slashdot-style moderation for Drupal.

http://drupal.org/project/slashcomments

There is no meta-moderation, and I'm not seeing limits on who gets
moderation points, or how many.

I'd still have to work to further integrate the moderation points into
the phpbb/forum portion. But right now, this is looking like the best
place to start for the CMS/portal portion.

I know just the basics of PHP, so I'd still love some help from some
more talented web-monkeys if anyone is interested. But I can probably
plod through looking at various phpbb and Drupal mods to see what
functionality already is out there today.
