1 - If you don't want the end user to mount drives, then don't
automount them, and don't give the user root access.

2 - Access to only a few websites is harder.  There was an earlier
thread recently on safe surfing with Linux.  You can attempt to block
most sites, but good luck with that.

3 - USB drives normally automount.  You can also make a persistent
live image that runs off a USB, that will allow you to save changes
right back to the same USB media.
