Didn't find one with the "UDR", but I did find a "DSR3".

Page 16 of the PDF has a little chart describing how to arrange your DIMMs.   Either 1&3 or 2&4 appear to be acceptible.

Yes, it will need the 4 pin cable.  Some ATX boards only use 20 pins, some use 24, so PSU manufacturers do a 20+4 to cover both.  If you don't have the extra 4 ping plugged in that might be what is preventing it from booting.
