Yes, we'll have Cacti running to monitor all traffic on all ports.  And
I agree with the QoS and bandwidth shaping idea, priority should be
given to SSH and HTTP traffic.  Anything else has equal weight.

We'll get an official TOS/AUP written up as soon as we start accepting
machines, if not sooner.
