It depends on the cap really.  Comcast has talked about setting the 
limit at something like 250G/month which currently is probably on the 
high side.  The only users this would affect are the P2P users and those 
that do a large amount of online video.  Anyone else who is pushing 250G 
around per month is more than likely going to have a business class 
account or dedicated bandwidth.
