Yes,

Most of the new ones are a 2wire device.  Combo DSL modem, Soho type router,
Wireless Access Point

Default Internal IP 192.168.2.1
Default SSID: 2wire (or variant of )

The firewall is set to block anything coming in.  I believe you have to go
to advanced settings to change this or put a port forward in.

Then quite frankly, a network is misconfigured.
You should always be able to ping a used IP address.

Sounds like an ultraparanoid firewall, most likely on his end.
Does Qwest include "routers" in their modems?
