How often does Cox change its dynamic IPs?

More ranting: I asked about starting with a residential plan and possibly 
switching to business later. These scammers would expect me to pay the setup 
fee twice!

Their residential plan is $20/mo (for 3 months) and the biz equivalent is 
$80/mo. So that's 4 times the price just for the "privilege" of them not 
hampering my 100% legit internet usage.
