note sure what a section is, however right clicking on the image will
popup a menu which contains the item "image" which has manipulations
that will be applied to all layers.  One of those is "scale".  that is
the best help help i can offer, mediocre as it is.  please post back
if you find ways to link layers so that a given operation will be
applied to the subset.
