I'd recommend a live distro like Quantian.

He may have to keep his code on a removable USB stick or the like, but 
then he could work on programming and not worry about OS configuration.  
IIRC, Quantian will also read/write to windows NTFS, but  you might want 
to experiment with it before suggesting it.
