I am actually brainstorming on the very same general thing. Here are
some questions I am asking myself.

Q: Why wouln't a video camera sitting on a tripod work?
A. 21 century. More flexible. Archeiving, and transporting non linoer
review is possible with digital. That being said Ryan's low tech vcr
approach is very worthy if it meets the clients needs. (Which it may
very well)

Q: What quality is required?
There is some amount of quality:price ratio.
  There is camera quality
3ccd professional camera vs low cost best buy camera or even small
webcam quality.
do you need cool remote control tilt/panning realtime control of the
camera?
Then there is encoding quality. (pixel resolotion 720x480, color
depth 8bit, frame rate )

Q. What is one going to do with the capured video?
Regular review or ad hoc-on call review is an issue arrises.
Transport to another location.

Q. How would one index/timestamp the video files. You are not going to
make one infinite/ever growing file. There wil need to be some sort of
file splitting and indexing.

Those are some thoughts. Sorry for the spelling and grammer.
