A surge protector wouldnt help in a brown-out situation.

You need to have equipment on a UPS(battery backup) if there is any
question of power-reliability in the building/area, that way you have
clean, regulate d power going to the equipment.

Unless it's on a UPS(or it's D-Link) I wouldnt blame the equipment first.
