Try this:

In Access, Open the database and a table.

Go to Tools, Options
Click on the Advanced tab

Under Default Record Locking 
  change to Edited Record

Under Default Open Mode
  make sure Shared is checked.

Close and try it with a couple people.

There should be a filename.ldb to go along with the filename.mdb.
