[olug] Cox anti portscan policy

 I think it is a recent change. Every month or so I want to scan some
stuff I maintain from a Cox IP that I keep for just such purposes. I
have to nmap -T2 if I want it to work ... takes quite a while, compared
to how it used to perform.
