/etc/issue contains the text you wish to appear before the login: prompt 
displays on a telnet connection.

Something like:

AUTHORIZED ACCESS ONLY

or 

GO AWAY!

or

Access to this host is restricted to authorized personel.  Any
break of access will be punishable by applicable laws, which may
include fines or jail time.
