1) Make sure you have the /sbin/tc binary; it's in the iproute package 
if you're a Debian user

2) Read the Linux Advanced Routing & Traffic Control HOWTO at 
http://lartc.org

My experience is that policy routing is DEAD SIMPLE, but traffic control 
isn't nearly as simple.
