I've not seen this one, but the thing that springs to mind is DNS.  Also,
is there a firewall involved?

Do you have some measure of how much CPU time the Apache server is using?
I wonder if the server (or even the browser, perhaps?) is timing out on a
DNS request or some other network service.  In this case, the server
(and/or client) may not be using much CPU time, but could be waiting for a
response that never comes from some network resource.
