It has been a while since I had Cox but IIRC I just tweaked
/etc/dhclient.conf

I had to add the 'machine name' or whatever Cox called it to the config
file initially.  That may have been just for the switchover.

If you can't get it to work I would just install OpenBSD via network
with a floppy.  Through the installation process the networking will be
configured.
