Here's a guess, and nothing but a guess . . .

Maybe OpenBSD's dhclient is looking for a broadcast back from Cox.  I
don't get one back when booting on my Linux box, but it goes on anyway:

--- (from my boot.log) -----
Starting service dhcp client on  eth0dhcpcd[5629]: broadcasting
DHCP_REQUEST for 68.13.136.203

dhcpcd[5629]: broadcastAddr option is missing in DHCP server response.
Assuming 68.13.139.255

dhcpcd[5629]: DHCP_ACK received from  (172.19.81.16)

 done

Maybe look at the options of dhclient to manually set the broadcast at a
/24.
