[olug] Speed

I have a 166 pentium ( I know its not a rocket ship) but the fastest I
have downloaded with RH 7.0 is 400 b per sec where with same hardware
and W98 I get hundreds of K a second or faster depending on time of day
and site.  So what gives why is linux so slow ?
