The presence or absence of the word Indexes should control this.
<Directory /web/docs>
 Options Indexes FollowSymLinks
 </Directory>

Option 2 is to put something like /global/index.html in your DirectoryIndex 
parameter (i.e. DirectoryIndex index.html index.cgi /global/index.html).
This file will be served whenever a directory is requested with no file name 
and no index.* file.
