No, not true.  It is possible that you were connected but DNS was not
working for other reasons.

Often in networking, one thing builds on another.  For DNS to work your
underlying network must work.  You can check the underlying network (in
your case) by using things such as "ifconfig" (there should be a ppp0
entry), "route", and "ping" (you should be able to reach a "nearby"
machine, such as one of the DNS addresses you were given by your ISP,
by its IP address).

Getting PPP to work is often a pain; keep working at it and good luck!
